Boston Public Library has both Project Gutenberg and LEAP. Take a look at the BPL website, upper left hand corner (LEAP is labeled 'Accessible e-books for the print-impaired', and Project Gutenberg is labeled as 'Enjoy Additional eBooks today'.)
