The Mattoon Public Library will seek expansion to a library district with taxing power outside the city. A referendum is expected to go on the ballot in April 2009 during municipal elections. Library officials are seeking state grant money to offer “demonstration cards” to households in the townships affected by the upcoming vote to show how a library district could benefit the public.
